Plug-ins run independently.

PcCompanion plug-in set although they work with PCC many will also run on their own.
Most only need the Activehomescript.dll and some like the text2wav don't even need that.
It is called a plug-in pack but in reality it is just a pack of small programs.

With the recent work being done on PCC 4 there has been some adds which connect to Gmail and Google Calendar and pull info from these.
In order to get this code working small apps were created to enable a quicker debuging proccess.
These will be included in the next release of the plug-in pack which may be out before PCC4
